The political project of Gabriel García Moreno sought to institute a strong government that demanded to subordinate and weaken the plurality of local powers. His proposal of a unitary and centralist state, appears within the framework of the restructuring of the National State after the crisis of 1859 that threatened the country with its political liquidation. García Moreno, said: without well-constituted morality, there is no Fatherland, hence the order and discipline, would mean the triumph of good over evil, where domestic was the core of the political and sociological reinterpretation of state organization through paternalism on the unity of religious belief articulated to the clergy. The work will review the public instruction, the first and second presidencies, the Organic Law of 1863. The reform of the male and female primary education of 1865, as well as the educational reforms of 1869 and 1871, will also briefly analyze the “Method Productive of Primary Education “applied to the schools of the republic from 1869, likewise, the Lancasteriano and Conduite methods, the latter proposed by the lasallanas schools. The work of the foreign religious educating communities in the country will be reviewed, and the feminine education and the influence of the writer Juan León Mera will be explained succinctly through their texts “The Domestic School”. The work will relate, the trends of the educational modernity, the imported models and their interpretations in the country.
