Abstract

To understand the Welfare State, as a grouping of programs destined to better the life and financial security of a country’s population, a conceptual analysis of its behaviour and trends is required to understand its evolution in the Country. Social programs are not new in Ecuador, having their beginnings early in the 20th century. They kept evolving and growing marked by the political trends of the times. In the 21st century it is evident that there was the political will to expand the reach of programs and their benefit generosity, of which the focus of this study are retirement pensions.
